2.4.0 kernel panic during boot

If I read the following https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=220923 right, it looks like 11.1-RELEASE is affected and I am experiencing this in esxi. I am not clear whether 11.1-RELEASE-p1 actually does fix it or the success report is a false positive.

Anyone have any additional info or insight?
