Load balancing + IPV6 behind pfsense. Tunnel up and down!

Hi there I just setup pfsense with 2 cable modems in load balance config. setup firewall rules and load balancing is working.
Now i setup the proto 41 passthru in advanced section, and setup tunnel on the wan iface ip.
setup tunnel in XP, and it worked… for about 5 mins
then i read about adding the 2000::/3 route, and that kept it up for about 20 minutes
now tunnel is down more than its up. i do random ping checks and the tunnel works about 20% of the time.
ANy ideas why its dropping and coming back up briefly?
used this config in XP:
netsh interface ipv6 add v6v4tunnel IP6Tunnel 10.20.30.81 216.66.22.2
netsh interface ipv6 add address IP6Tunnel 2001:470:7:17::2
netsh interface ipv6 add route ::/0 IP6Tunnel 2001:470:7:17::1
