It seems that every time an update for 25.03/25.07 is applied, Nexus is forcibly re-installed. Is this intentional?

If so, it's kind of a pain to have to un-install it with every update. It also seems a bit out of line with the other "default" packages which once un-installed stay that way across updates. Could this be changed please?

It is. The Nexus package is required for some functionality. Initially it was included in base and not as a package but having it as a package allows us to update up between releases. It's expected to always be installed though.

What functionality other than multi-instance management is it required for?

I've been removing it each time, and haven't noticed anything (yet).

Currently nothing I'm aware of but going forward some functions will likely be written in go and hence in the Nexus package. Obviously that assumes the Nexus package is always present so it is automatically re-installed at upgrade.
