Static IP Given by ISP WAN Appears up but no connections can be made

Been given Static IP from ISP:
X.X.X.96/28 as the subnet
X.X.X.107 as the IP address
X.X.X.97 is the GatewayIn Interfaces / WAN ive set the ipv4 configuration type to Static IPv4 and entered the 107 ip as static ipv4 connection and /28 as the subnet
in Upstream Gateway ive added X.X.X.97as the gateway in the drop down after adding the gateway in the popup (called it wangw)
ipv6 is left as default (dhcp) (ive tried none)
dns is a a dns server set as a local ip which has a resolver to 1.1.1.1
Wan interface looks up (green arrow) can ping wan ip from local server pinging wan gateway results in timed out pinging 1.1.1.1 / 8.8.8.8 timed out.
States showing no traffic? ISP not been helpful (had DHCP connection in wan originally) ISP is saying no problem with setup . Am i missing anything?

DHCP does not assign the static address after 45 minutes
Doing further research they have mac filtering i have to wait an hour before attempts which is annoying. ( have spoofed the original device)
(Fibre device sits on the wall all lights look good known as ONT)
States show No_TRAFFIC:Single or NO_TRAFFIC:NO TRAFFIC
Gateway:offline, packetloss:100%
