I installed Ntop and when I try to access it via the GUI link or even https:[ipaddress]:3000 it doesn't not work. The https connection fails.
I thought I would need to configure a firewall rule but I did an that does not fix it.

I already re-installed Ntop. Any other suggestions?

did you actually configure it and enable it? Via the ntop settings under diag menu.
