Multiple outgoing vpn connections

I'm having an issue with a pfsense firewall where multiple people try to connect back to a windows based VPN. I have seen this before on other firewall where there is something with the outgoing natting that makes the windows vpn refuse more than on connection from the same network.

Anyone have any idea how to fix this on a pfsense firewall?
