About Some Packages Problem

I find more packages in the "http://www.pfsense.org/packages/pkg_config.xml" file! but the some packages in the file not list in my Pfsense packages php-web,so I can't install it.Anybody know how to install that packages?

For EX:
I find a package,it's named "PerUserBw"!

But the package not list in my Pfsense packages php-web,so I can't install it!Anybody know how to install it? -
It is not an active package. It doesn't work.
