Unable to failover

We have setup 2 units of pfsense.  4 broadband lines are connected with only a single IP given for each line (Mask = /30).  We use the LAN interface to provide the sync and will failover when LAN interface is down.  When we disconnect the LAN on pfsense1, pfsense2 CARP was changed to Master but we are unable to access the Internet.  And when we reconnect back the LAN into pfsense1, it will change from Backup to Master.  Any idea or specific things we need to look for?

A diagram of your network would help.

You need 3 IPs per wan connection 1 for each real box and 1 for them to share as the CARP address
