I've found that I need to change HFSC_MAX_CLASSES to more then 64. And to do it I need recompile kernel.
I've never compiled kernel for freebsd, but I guess I can do it without bigger problems.
In one of posts I've seen changes, specific to pfsense which I need to apply to kernel and config file.
Can somebody give me latest links to config file, patches etc for freebsd kernel, which matches current pfsense version 1.2?

      Regards,
      Hans

I didn't get any answer for my question  so I will use RELEASE_6_2-p12 and:
        http://cvs.pfsense.com/cgi-bin/cvsweb.cgi/tools/builder_scripts/conf/make.conf.6
        http://cvs.pfsense.com/cgi-bin/cvsweb.cgi/tools/builder_scripts/conf/pfSense.6
        http://cvs.pfsense.com/cgi-bin/cvsweb.cgi/tools/builder_scripts/patches.RELENG_6_2?rev=1.109;content-type=text%2Fplain

For patches there are 2 versions
        http://cvs.pfsense.com/cgi-bin/cvsweb.cgi/tools/patches/RELENG_6_2/
        http://cvs.pfsense.com/cgi-bin/cvsweb.cgi/tools/patches/RELENG_6_2_SHAPER/

        Which one I should use?

        Regards,
        Hans
