Giving Priority to specific ports

I have a pfSense 1.2 box that I am trying to use to give priority to a network based application. Specifically, I would like all traffic on certain ports (i.e. 22 and 23) to get total priority over any other traffic. I have attempted to do this my using the traffic shaper wizard, and from looking at the Queue Status, it looks like my traffic is going through the appropriate queues.
My problem is, that it does not appear to be giving my application priority over the http traffic… I can still stream about three or four videos simultaneously via http and completely shutdown my telnet and ssh application.
Am I misunderstanding the capabilities of the Traffic Shaper, or am I just missing something.

Is it so hard to realize that maybe I did not find anything that (in my limited knowledge of the subject) appeared to apply to my specific situation? If was very knowledgeable about Traffic Shaping and Queues I wouldn't have asked for help.
Makes me miss the warm and fuzzy treatment of the Smoothwall team!

How would you feel after reading the same question over and over and over again from people that didnt even try to search if their answer is around?
The forum has a search function for a reason ;)(Also i dont think the smoothwall developers interact with their users directly without payment..)
