Configuring a 2nd LAN interface w/ Dual WAN

I currently have:
LAN
WAN
WAN2

LAN (DHCP) is setup to utilize both WANs in a load balancing manner.

I've added another NIC card and assigned the interface to "SEED_LAN"

I cannot for the life of me configure pfsense such that SEED_LAN acts as another lan that can access both of the WANs.  What should I do?

I've tried setting SEED_LAN as static, which allows me to set an IP address / 24, but setting my client as static yields no results
I've tried setting SEED_LAN as DHCP, which doesn't allow the IP / 24 to be saved.

you need that dns rule on your seed_lan

I added the DNS rule for my seed lan; no change.

Perhaps a better question is:

How should I setup a 2nd LAN on a new interface (w. DHCP)? Then, I can let it use the Dual Wans.
