Your ISP is possibly resetting your Internet IP address.
Here's some recent history of my ISP changing my IP address: 12-Mar 8:24PM, 14-Mar 7:59AM, 14-Mar 6:50PM, 14-Mar 7:00PM, 14-Mar 7:05PM, 16-Mar 4:31PM, 16-Mar 4:36PM, 16-Mar 4:41PM, 16-Mar 4:46PM then every 5 minutes to 6:31PM, then 6:47PM.
I don't know why they started changing it every 5 minutes from 4:31PM. Perhaps some attempt to discover allocated addresses that are no longer in use because people have powered down their modem or computer.
It appears in your case the IP address doesn't change. In my logs (taken from another system that polls the Internet for my address every 5 minutes and only reports changes) the address did change.
