Load balancing issue

Hi, My Apologies if my question has already been covered.

Running pfSense 1.2.2 Release with 2 ADSL lines with 2 zyxel prestige modems in bridge mode, and one LAN interface.

WAN1:
IP: 87.198.232.182 /30 GW 87.198.232.181

WAN2:
IP: 86.47.191.114  /29 GW  86.47.191.113

LAN:
10.0.0.1 /22

Status->Load Balancing shows both connections are up and I set up the load balancing pools and LAN filters exactly as described in: http://doc.pfsense.org/index.php/MultiWanVersion1.2

But i only ever get a connection from wan 1, if i dissconnect wan 1 it shows on the status page as offline with wan2 still displaying online but i am unable to browse / ping from this connection, so failover is not working.  I have set myself up with a static address and connected to the bridge modem and tested the internet net connection and its fine so it is definitely an issue with my load balancing.  All my firewall rules / setup seem to be the same as the guide and in the correct order i believe.  If anyone cant help point me in the right direction as to where i might have gone wrong with this it would be greatly appreciated.
