I have been getting dns requests from my isps neighborhood router (its on a 10.x.x.x net) and they are being blocked. they average 15-30 a minute. is this normal?

are you sure they are not replies to requests you are making?

they are incoming, looking at the logs it seems the same router is testing other ports as well. my dns servers are not set to my isps.
