I have assigned public x.x.x.x/30 from ISP which I use on WAN interface of pfsense,  and x.x.x.x/28 on LAN interface,  x.x.x.x/28 hosts are being natted to x.x.x.x/30.  I dont want /28 to be natted, I tried different things with Outbound NAT but didnt work.
    any ideas?

a little cryptic here :(  are you saying you have public IP only on the LAN from your ISP?  if so, just disable NAT altogether like this: http://doc.pfsense.org/index.php?title=How_can_I_completely_disable_NAT%3F&redirect=no

If I do that, can I still use squid in transparent mode?

well, the two features both use the pfctl rdr command, but i would hope it would work - give it a try and let us know.  if it doesn't, i'd think that was a bug.
