Fail Over - No Load balance - i can not get it to work - 1.2.3

Hello,
I have a PF Box 1.2.3. A cable Modem and DSL line. Cable is 50Mbps DSL is 7Mbps. I have been trying to set up ONLY fail over.
Setup:
WAN: 208.XXX.XX.XX/29
OPT1: 68.XXX.XXX.XX/24What do I need to set up next? Do I still need the firewall rules to the loadbalance pools like in the Load Balance config? What gateway do I set my "Default LAN–> Any" rule to? I cant find any instructions for Just Fail over.

Balancing and failover is almost the same.
Just set the pools to failover instead of balancing. -
What do I do for my LAN interface firewall rule "Default Lan –> Any". What should its gateway be? Default, or one of my failover pools?

If you want the default behaviour of the LAN to be failover then yes you have to set the gateway to your failover pool.

Do I need two fail over pools? One for cable modem to fail to DSL, and one for DSL to fail back to cable modem?
When I set the firewall LAN rule to my cable modem fails to DSL it will on fail over for the 30min right after i set the pool. After that if I unplug the cable modem it will not fail over.
