WAN Quality RRD improves when USB modem interface present

Some weirdness: was mucking about with a E220 usb UMTS modem and once this interface was assigned and brought up, the quality of the WAN connection improved, dropping from av 1.2 ms to av 1.0.  Whilst insignificant the change is clear on the graphs and is repeatable,  and the phenomenon lasts until a reboot.
