RRD wan quality graph?

What exactly is the rrd wan quality graph representing? It looks like latency over time, but to where?
I've attached two images of rrd wan quality graphs. One shows high latency randomly, while the other shows fairly consistent low latency.
My problem is with the high latency one and VOIP. I have traffic shaping turned on, yet it still sounds like a bad phone call often times.
It also seems that this has only been a problem on low bandwidth connections such as my T-1 customers. Cable and DSL which offer more bandwidth seem to work just fine.

bump - I'm interested in this too. We just switched from dual T-1s (via XO) to fiber from TWC. The fiber has more bandwidth and way better latency in traceroutes, but our RRD 'quality' graph shows ping spikes now whereas there used to be none. Can a dev speak to what is going on behind the scenes?
