QOS in the router, or the switch

When dealing with VOIP, should I setup the QOS rules in pfsense,
or would I be better off setting up those rules in the switch?We are moving to manged switches soon.
We did not have the option before. -
Setting up QOS in the router would be the utmost importance if you are using a internet VOIP provider.
Switch based QOS would be important but not necessary in all cases. This ultimately depends on internal traffic load and quantity of users.

Well we are moving to procurve managed switches.
1x 48 gigabit switch, with our servers, router, some soft phone users.
Servers are exchange / Active directory, development, and some intranet stuff. nothing public facing.
we will have about 24 of the ports in use at this time.we are also going to have a 48 Port 10/100 managed POE switch. this switch will power all the users phones, and their pc's will be connected via the phones switch. All the phone traffic other than the few softphones will be on a VLAN. The 10/100 has a 1000 uplink to the main switch. we will have 19 Users on this switch to start off with.
I was thinking on the switch I could prioritize the VLAN, but i guess the router needs to be using QOS to make best use of the wan connection?

You need both … QoS on the router if you're going to use a VoIP Internet Provider and you'll need internal QoS into your switch to make sure your VLAN is prioritize over other traffic.
If you're IP/PBX gets it's PTSN access with a POTS or a T1/PRI the router QoS is not a necessity, but QoS is always a good thing even if you do not use VoIP. Just to prioritize HTTP(S) over FTP is a good thing to provide a good fast experience to your users.
At work I'm stuck with a SonicWALL without that much QoS but my IP/PBX does not use Internet for PSTN access, only external softphone here and there, not a big deal and the router can manage... But all my internal Layer2&3 switches have QoS enabled.
