CARP SYNC problem

I have created 2 router (R1 and R2) of pfsense 1.2.3

R1 is master, R2 is backup

follow this tutorial : ftp://reflection.ncsa.uiuc.edu/pub/pfSense/tutorials/carp/carp-cluster-new.htm
when R1 sync to R2, R2 change status to master,  not backup. R2 's Advertising Frequency is larger than R1

R1 checked:
Synchronize rules
Synchronize NAT
Synchronize aliases
Synchronize VIP

how to debug?
