Ok I know I have d/l'd and extracted the img several times and I seem not to be able to get a working install CD… can someone step me through the creation.. I thought this is pretty simple (done it with other software many tiems over) just cannot get it to work here...

When you say you "extracted the img several times" I presume you don't mean any more than you unzip'd the .gz file.
If you haven't already done so, I suggest you check the checksum on the download against those stored on the web site to ensure the download completed correctly.
If that step checks out then please post some more details of what you did next and how it differs from what you expected to see. It might also be helpful to know what hardware you are trying to install on and what version of the software you are trying to install.

Unzip the iso file in the archive file you download and burn that image to a CD.
Another thing you can do is using the Unetbootin tool that generates a bootable USB pen drive with the CD image on. Unfortunately I didn't get the pfSense CD image v1.2.3 (release version) to work with this tool.

Another thing you can do is using the Unetbootin tool that generates a bootable USB pen drive with the CD image on. Unfortunately I didn't get the pfSense CD image v1.2.3 (release version) to work with this tool.
I've done the checksum and it checks out. I unzipped the iso file, and extracted the iso file's contents onto a CD and burned it. I insert it into the CD drive in the target machine windows 98 pentium3. I hold down f8 button and a boot device menu comes up, I select the CD/ROM device and it still boots into Win98 OS. The booting process doesn't kick in. Any thoughts? Is the BIOS too old?

1: download the pfsense compressed image from a mirror e.g http://mirror.qubenet.net/mirror/pfsense/downloads/pfSense-1.2.3-RELEASE-LiveCD-Installer.iso.gz
2. extract pfSense-1.2.3-RELEASE-LiveCD-Installer.iso.gz image using peazip or winzip, you should be left with an extracted pfSense-1.2.3-RELEASE-LiveCD-Installer.iso file, dont try to extract this file any further, I think this is where youre going wrong.
3. burn using imgburn http://www.imgburn.com/index.php?act=download or your favourite cd burning program, dont use the windows in-built program, it cant burn ISO images let alone make a bootable CD.
if you use imgburn, choose the option "Write image file to disk".
