QGamesDown queue randomly drops all packets

I've been trying to figure this out for the last week or so. When I'm downloading something while playing, I'll be fine for like 30 minutes. At some point in time, it just fails completely though. It drops absolutely all packets in the qGamesDown queue for a few seconds, then picks back up. It doesn't take long before it happens again though, and the only thing that seems to help is reloading the traffic shaper.
I don't think hardware is causing any issues, as i haven't seen the CPU load over 20% and the memory usage has never been above 30%.
I've set both qGamesUp and qGamesDown to have 70% of the queue bandwidth, so that can't be where the issue lies. My qlanRoot is set to less than 75% of my actual bandwidth, so I can't see that being the issue either.
The games I'm using are both source engine based (Garry's Mod and Counter-Strike), so they cause a lot of traffic.
What I have noticed is that the downloading queue (qOthersDownL) seems to stop dropping at all when the games queue is dropping everything.
What could be causing these issues, and what can i do to resolve them?

Okay apparently I just hadn't lowered qlanRoot enough when I was testing. I dropped it to 1200 Kb, and its pretty much flawless now.

Although adjusting the lan root helped, it's still way messed up. Whenever the bandwidth maxes out, the games queue is always the first to drop, despite being the second highest priority (6, where default is 1).

I tried setting games to 7 (max) and lowering the ACK queues to 6, that didn't help either.
