      Is it by design or is it a bug which causes the packages to remain intact after performing a factory reset?

      When booting up the cosole showed the system loading the packages yet when logged into the gui they were not listed as installed.  Only after Installing and then uninstalling did they not show up during boot in console…....

        Usually the packages are only reinstalled if the definition is in the configuration file, not just if the files are on the HDD. I may be thinking of how it's handled in 2.0 though.

        It's a known issue that a factory reset doesn't remove package files from the HDD (it just resets the config, not files on the HDD), but that shouldn't result in the packages being reinstalled, however.
