What do I need to do to allow outbound PPTP connections from any client inside my network?

allow TCP port 1723 and the GRE protocol outbound.
        that should sort it.

If I fix one more thing than I break in a day, it's a good day!

The firewall rules and port forwards you show are for incoming connections, not outgoing. For outgoing connections, the firewall rules are on LAN, and you do not need any rules on WAN or any port forwards.

In your port forwards you show you are forwarding incoming GRE to a local IP address, this might be why outbound PPTP (which needs GRE) does not work. Try to disable those port forwards/rules and see what happens.

Yeah I only Had 1 outbound rule which it at the top

Heres what I've done, I removed the nat for pptp and went into the pptp server options and fowarded pptp requests. And created specific firewall rules for the pptp and gre. Still no luck

That would still break outbound PPTP. You can't have both incoming PPTP and outgoing PPTP, because GRE can't have NAT properly applied for that scenario.
