Or I'm setting it in a bad way.

I have transparent proxy. "Per-host throttling" is set to 3 and "Throttle other extensions" to "wmv, wma, avi, mpg, mpeg, mp3". After pressing "Save" there's no speed limiting when downloading these files. What i'm doing wrong or why it doesn't work?

Also how to restart squid manually?

For the trottle you must download 10 MB before the trottle take effect.
For restart from web interface (or SSH console) execute command /usr/local/etc/rc.d/squid.sh restart
