Does pfsens is a good choice - 50Mb WAN, 60 users with public ip addresses

Hi there

I'm looking for the best solution for the situation described in topic.
The two most important conditions are:
a) each user will have a public ip address (we have a Class C address pools)
b) we need to set an individual bandwich (Traffic Shaper) for every user\ip address.

whether pfsense is a good choice ??

maybe some others open source projects  would be better for this ??
