Traffic shaper with squid doesn't work

Hi,
I tried to use squid to cache but when I installed squid. Internet begin very long. (average 500kbits with 30 users, 30sec for a website). Then, I tried to remove the shaper and now, it worked but I don't have the shaper anymore. If I make the shaper again (with the wizard), internet begins very long.Is it possible to have the shaper and squid at the same time?

Yes but you have to tweak your shaper.

How can I do that? I read a post for 1.2.x but well, it doesn't work for me or I do something wrong.
I have to change the parameters in squid? because all my bandwith go in default.

But, it doesn't work. It redirects all my internet traffic to the webgui port 1337 or don't work if I disable the redirection of the webgui port.
