I think now the problem should disappear.
          Possible test?

            Does that even matter?

I think the problem is lack of user havp. You have it in place, it means something else..

I want to clarify when there is a problem:

                    • after reboot (and what after ?)
                    • after restart HAVP service.

For me, when I do an update and the packages re-sync upon initial boot or/also when the firewall reboots.  Both times the package fails to run and errors out.
Cannot restart service since it errors out but shows "running" on the screen.
If you need to reference back, the errors and the screen shots show up in this post. http://forum.pfsense.org/index.php/topic,30498.0.html.  The lines from the firewall are the initial boot when pfsense says that it is "resyncing packages" on innitial boot of doing an update.  Same errors show up when I reboot the firewall.

IDK, it just shows "started" on the antivirus screen for the pfsense package page. This is a screen shot after the HAVP fails to work.

To make it work, I have to uninstall and reinstall the package each time I reboot or install an update of pfsense.
