Can someone tell me for what the package notes is?
it is only accessable in STATUS -> NOTES ???
or over http: ?

It's just so you can add notes that are visible in the GUI. It can be anything you want: details about the network setup at that location, reasons for configuring certain options, a grocery list, whatever you want.
It's only available via the GUI. The notes are held in the config.

its only for administration and easier reconfigure or what?

Just in the GUI. It's not in a text file anywhere.
Only for admins, and as I said it's just for various system notes that might make things easier. There is no guidelines for what has to go there, it can be used however someone wants.
