From what I understand, on all graph's - in is what coming from the network into the router and out is what going from the router and to the network.
So - on GW's interfaces (asymmetric) in is my download and out is my uplink.

But on the traffic shaper limiter it's the other way around where if I want to limit the upload I limit the "in" and the download from the net is the "out"

      Am I correct ?

Rules are crafted from the perspective of the router itself. Imagine yourself sitting inside the router. Traffic coming from the LAN is coming "in" toward you (i.e. LAN users uploading) and traffic going "out" to LAN (i.e. LAN users downloading) is going away from you.
