Balancing and prioritizing traffic with HFSC malfunctioning?

I don't know how to balance my traffic between p2p and websites.
I want to use my bandwidth efficiently so if there is a spare speed I don't mind p2p using it but it seems the way my configuration is set up does not reflect the behavior of my network. Everything else seem to work fine: the games have low latency, VOIP works like a charm, pings are fine.
In the attachments you can see my configuration:
80% is a hard limit for p2p traffic on down link. Bandwidth % is set to 1, which to my understanding means that if the link is over-saturated p2p suppose to drop to 1%. It doesn't happen however. Once the p2p traffic reaches hard limit (80%) it does not give up the bandwidth in favor of http. If I'm playing with the hard limit the changes are taking place: setting it up to 10% let's say will result in p2p never reaching 1Mb/s on my down link.So in other words once I have 2 concurrent types of traffic - http and p2p - and I set them the way that bandwidth for http is 75% of my down link and p2p 1% (with 80% upper limit) somehow p2p is taking all the bandwidth up to a upper limit which is 80%.
Changing values in "real time" tab of service curve in qOthersDownH to 4Mb does not make any difference.
I hope I made myself clear enough and not painful to digest.

First: You must have pf 1.2.3 Final Realease - not 1.2.2!
Second: Use Traffic Shaper wizard again and then delete(disable) unused rules. Don't check "Random Early Detection In and Out". Settings created by Wizard's are TRUE . Don't change their unnecessarily. That's all.
