Download - can not use full link

Hi Guys,
We have Pfsesne 1.2.3-RELEASE, no proxy, no traffic shaper.
WAN 200.XXX.XXX.XXX - LINK 10Mb
LAN 192.168.0.0/16When I'm downloading a file from one machine on the internal network i can not fill the entire link, the download reaches a maximum of 900K/s (7.2Mbps). If I open another download from another machine then I can fill the link(10Mbps).
Remembering that this download has been tested other network and pass easily of 20Mbps transferI´m making download test with "wget" wget http://centos.pop.com.br/5.6/isos/x86_64/CentOS-5.6-x86_64-bin-1of8.iso
Does anyone have any idea why I can not fill the entire link into a single download?
Any help appreciated.

I recently had a similar problem that turned out be the tcp receive window set too small on the client computer (Win XP).
Does it make any difference which internal computer you use?
What if you try to download more than one file on the same machine, can you max out the link then?What if you try to fetch the file from the pfSense box itself?
fetch -o /dev/null http://centos.pop.com.br/5.6/isos/x86_64/CentOS-5.6-x86_64-bin-1of8.iso
This doesn't store the file so don't worry about space. Ctrl-C to stop downloading!
