Restarting all VPNs on config change… Is it necessary?

Digging more and more into my pfSense problems I found reason why my VOIP calls are being interrupted when I'll click "Apply changes". Simply all VPN connections are restarted. Thats bad in production environment, ie. I must add firewall rule to allow client access, but when I'll click apply all calls will got dropped as I've VOIP over VPNs and all existing connections will be terminated during VPN restart. Now thinking that one of calling persons may be my boss… Is it possible restart interface (VPN or any other) only if changes made in configuration are affecting this interface?

when you click "apply changes" where?

For example after adding firewall rule or alias. Happens also after adding new virtual IP on any interface.

VPNs are not restarted when you apply firewall rule or related changes. What do your VPN and system logs show?

The VPN might not be reconfigured, but it could be that the states are getting dropped, causing them to reconnect.
Some others have reported (but no devs have been able to reproduce it…) that states get reset when filter rules are edited/applied.
