Slow Connectivity on Second WAN Connection PFSense 2.0

I have two ISP's setup on two interfaces on a PFSense 2.0 machine. When behind the firewall I try downloading any files from any location on the internet it is really slow through my second ISP. However if I bypass the firewall I can get the speeds I am expecting. I do have my firewall setup with outbound load balancing. I do not have any limits on either connection. If I download from behind the firewall on my first ISP I get expected speeds.
Both interfaces are connected at 1000baseT <full-duplex>Any idea where to look would be greatly appreciated.</full-duplex>

are you having double natting or bridged setup's in modems and both are using same gateway or what?

No double nating or bridges setup. These are both fiber optic connections that do not use modems. The firewall is configure with two different Public IP addresses and two different gateways. Both these connections are from different ISP's.

All I get is what is below. For security reasons I have replaced the IP addresses with ISP's

I assume that pfsense is already doing loadbalancing on wans, but it still select first one and not the other one

Correct it is doing loadbalancing and I current have the working WAN with a lower metric. When I ping from the firewall over the second wan connection to the wan's gateway. I get really high times. Again this is not the case when I bypass the firewall and setup a computer with the same settings.
