P2p at hi speed

hello all

i have a little problem unsolved.First of all my traffic shaper works fine but not exactly how i want and the reason is that i have from a single provider an internet connection that sound something like 1Mb/s to the internet and 100Mb/s in one big area Metropolitan destinated to DC++ clients.So from this Metropolitan area i can get over 10Mb/s download but the traffic shaper does not know this :P. How i can put a rule only for DC++ clients to download at over 1Mb/s without "eating" the 1Mb upper mentioned.
