Downloads stall at about the halfway point

using Pfsense as gateway to internet works great no problem lan=192.168.5.1, 7-pc's and dhcp but specific traffic with ip=200.200.75.182 is set in the routing table to go to another router which has ip=192.168.5.50 both routers are connected to the same internet source with static ip's.
I found downloads from the ip source 200.200.75.182 start out fine but tend to slow down and stall out before the download is finished. 4-pc's work fine during download but 3-other pc's experience this problem. They only way I have found to fix these 3-pc's is to put a static ip and the gateway of the second router.
Can anyone help or seen this before?

I have .. but it was an issue with IE and the 4GB file size limit … Don't know if that will apply in this case.
