The notes in the package manager suggest that it is for 1.2.x systems.  Last I was aware it was a pretty simple binary, but I don't want to try to install it and break things.

Is iperf 2.x-safe or is there something "wrong" with the package that would counter-indicate usage on 2.x?

It's safe. It will install iperf freebsd8 package on your 2.x install.

        <depends_on_package>iperf-2.0.4.tbz</depends_on_package>

Given this, is there any reason that the package manager says "platform: 1.2.1"?  Is that simply the minimum required pfSense version, or is the text in the packages page simply out of date?
