I'd start by reading this page:
http://www.pfsense.org/index.php?option=com_content&task=view&id=47&Itemid=77It does look a bit out of date though but generally still applies.

Can I get hold of an existing copy of pfsense by forking it by means of git??

You can:

You may also want to check the current bugs & features at

FYI- I updated that "Helping Out" page to have the right link (to redmine, not cvstrac) and also added a link to github.

Some parts of the developer rules page on the dev wiki may be useful to you. The site for it seems to be down at the moment, so here's a cached version: http://webcache.googleusercontent.com/search?q=cache:xNnNncCyXkUJ:devwiki.pfsense.org/DeveloperRules
There are also other pages that may be useful. Cached version of the main page: http://webcache.googleusercontent.com/search?q=cache:CCzm5_BWozEJ:devwiki.pfsense.org/
