    Port forward - My ISP start to throttle/inspect/filter my traffic ?

      I have web server, and few more servers.
      Ports r ok forwarded.
      Everything was ok… until few days ago I check dl speed from my web server.

      Now my web server never hit dl speed above 14KB/s. If I use dl manager I easy hit my ul caps (40-50KB/s).
      I moved all my big files to external web server for now.
      When I test open ports only for 80 I get open on dozen of web test tool.
      For all other open ports I get closed or unknown (sometime).
      All servers on those "closed" ports works outside.
      I test torrents and they work better when they do not use open port (or it is placebo effect).

      Any hint?
