I am trying to download an ISO to do a fresh install.  It's going to be on a intel P4 1.6 Ghz machine.  I am having trouble figuring out which ISO to download to get me started.

      This should help you:

From your description, you're looking for the "Live CD/Full installer"

Yes, that right full installer.  But here's the deal.  When I download the file it does not show up as an ISO file and I have did this on two different pc.s.

Yes you download it as .gz file.
You have to decompress it with the decompress-flavour of your liking.
