Change IPsec Negotiation Time

I've still not managed to find a solution for this: http://forum.pfsense.org/index.php/topic,40388.0.html

But after doing some more reading, I'm pretty certain that due to latency, negotiation is timing out and thus no tunnel is being made.

Is it possible to change the negotiation time out? If so how?
