Feedback on data center latency

I was checking out my rrd graphs today and saw some interesting connection issues between pfSense and the WANGW that got my curiosity going. I'm not running much of anything in my rack, but that is about to change drastically, which is exactly why I was looking at the charts.
I am wondering if this is a normal latency pattern for a DC or should my expectations be a little higher. I would like to know what others have experienced with data center connectivity, what they expect, and when it is time to make a phone call.

For a 2 day period on a 100Mbit datacenter connection my WAN has peak once at 4.5ms and averages 2.3ms. Which is about the same average as my yearly, monthly, and daily. My other is better at 1.9ms at all averages but is only a 3mbit burst to 100mbit limited by pfsense. My third averages about 2.8ms for all and is a 1000mbit connection.

I monitor and log my latency both internally and WAN/External. I notice that internally things range on average from 0ms (about 100-150 microseconds on cross connects or p2p) to about 1-2ms and externally things range from 1-2ms all the way up to 20ms at times. I wish I knew what I could do to make that more consistant.
