Shaper not Shaping Traffic

Hi Guys.
I tried looking for the solution on the forum before posting, And I have tried several things. But none of them has worked.
The traffic shapers is shaping traffic fine after I run the wizard, and I can even limit p2p traffic to a said amount I want.
My problem comes in when I create a new rule and que that I want.
eg.
qRappelz_up
qRappelz_downI create the queues and apply them and the status says "done". So I take it the queues load correctly, also when I go to que status, I see my two new queues there.
Now I create the rules.
I want bandwidth on port 4514 from any user on my network to rather go through my qRappelz up and qRappelz_down queues. I apply the rules, check the reload status and all good. But still, when I run the game the status of the queues still shows no activity, or connections, so the bandwidth is still being directed through a different que.
The same happens when I create a que qDownloaders, and want an Alias of Ip's to be able to download at a full speed, rather than be thrown into the p2p que. But they still get thrown into the p2p que, and not the qDownloaders.
Every time after I did the rules and queues I did reset the states. And even rebooted the server completely.
I am not ruling out my own stupidity in setting up a rule or que. So maybe someone can help me set this up.
Alias Downloaders
Alias RappelzDownloaders must be able to download at full speed from torrents but people not part of downloaders must be thrown into the throttled p2p que. What must be the WAN/LAN interfaces, IN/OUT, Source/Destination.

Probably a rules order issue. First match wins, so if the traffic gets assigned to the p2p queue by one of the top rules a lower one can't send it elsewhere. If that is not the case there is probably something wrong with your rules in general b ut that is hard to say without looking at them. Provide some more info if it's not a rule order issue please.

I'm gonna try it now.. Hopefully it works, if not I will let you know, and give as much info as I can...
Nope, I put both the rules and the queues on the top of my list, applied, and reset states. Still doesnt seem to connect to the correct que.
What more information do you need from me? -
In that case we need your queues and trafficshaper rules settings along with your alias settings.
