Assign Bandwidth quota in pfsense

greetings friends.
I was thinking if it is possible to assign bandwidth quota, based on ip address ?
like, assign quota of 300MB to ip 192.168.0.6, If the assigned quota exceeds, stop internet access .
I have heard such kind of settings in Afghanistan's router. Is it possible with pf-sense ? which package should i use ? or what firewall settings to implement.

but radius is not the part of pfsense :(
are there any packages for pfsense that can do similar thing.

Do you mean "FreeRadius + Captive Portal" ? or can be done only "with captive portal"?
i can't find "captive portal" in available package in my Netgear NanoBsd pfsense box.

The captive portal thing was under services menu.
could you please let me know both "radius and captive portal" OR "captive portal" only can do the job.
