Change WAN ip from dynamic to static but it stays "offline"

Why is it whenever I change the adapters ip from dynamic to static, it chooses to stay offline?
I've disabled the adapter and reenabled it with no luck.
I've went into the command line and did ifconfig dc0 down, and then up, and no luck.
I've power cycled the cable modem and no luck.
Only seems to fix itself if I completely reboot the pfsense router. What am I missing? This is 2.1 beta1.

Do you mean that in the web GUI you
1. disable the interface
2. change the interface type from "DHCP" to "Static"
3. Enable the interface
4. Apply the changeWhat reports "it" offline? I don't know what part of pfSense reports an interface "offline".
Perhaps you are doing this to work around something else. If so, what?
The interface's IP address changed from … to ... ? It has been my experiences that sometimes major changes in interface IP address (e.g. moving to a different subnet) need to be followed by a restart to clear out all knowledge of the old configuration.

The DHCP leases "online" vs "offline" designation comes from whether or not the system in question is in the firewall's ARP table.
A system can be up and not in the ARP table, it just means they haven't tried to communication to/through the firewall in a while.
