Appling a traffic queue to inbound, and outbound traffic

Hi FNG here, (sorry Newbie just seems over used ;)  I am trying to apply both inbound, and outbound traffic for a single host IP to a queue.  I have created the queue named "8Mb"  it allows a burst rate of 16Mbps for 5000ms, then a sustaned traffic rate of 8Mbps. I have also created a rule on the LAN interface where Source matches "ip-address" apply queue 8Mb.  This works perfectly for inbound traffic, however outbound is unaffected.  I have tried setting up various other rules but have been unable to apply outgoing traffic to a queue.

Any help would be greatly appreciated!
