Make new packages with pbi

how this policy creation for sending packages to version 2.1.x?
I to generate the. pbi here in my environment, but as a policy okay for me to do this in the official repository?

We have to build the PBIs here, we can't accept PBIs built by others. If you have the definition of the build correct in the package list xml, it can be built identically here.
If it requires changes to the source of the port, they would either have to be made upstream in FreeBSD, or entered as a pfPort into the tools repository.
Once the PBI is known to build correctly, we can run off a build on our servers and then it will be uploaded to the package server.

For example, if I'd like to create a PBI (more exactly, a script for the main server to build one) which installs mc-light or munin-node, what should I do?
Or, are these PBIs available from BSD repositories? Is there an alternative to pkg_add -r?

IIRC, pfsense pbis are based on it.
