      I'm looking at using pfs for a site that has two connections. The first connection is provided via fils and the second via the local cable company. What I want to do is have a single device send all of its traffic out the fils connection, and if that connection drops fail over to the cable connection with the highest priority.

      On the cable connection I want to create two vlans one for a guest wifi network and set as best effort. Then set a staff vlan as elevated priority. These two connections would be locked to the cable connection only.

        If I understood your post correctly, CARP is not what you need. Have a look at multi-WAN and policy-based routing.
