Same problem here.
I just upgraded to 2.1.5 and the "available package" list is empty with the following error message.
"Unable to communicate with https://packages.pfsense.org. Please verify DNS and interface configuration, and that pfSense has functional Internet connectivity."
DNS and Internet connectivity works from "Diagnostic" and the cmd-line.

Solved the problem for me.
Seems like packages.pfsense.org is not reachable over IPv6.
host packages.pfsense.org
packages.pfsense.org has address 208.123.73.88
packages.pfsense.org has IPv6 address 2610:160:11:11::88I can only ping the IPv4 address. However, my IPv6 connectivity seems to work for everything else.
I added the following entry to /etc/hosts to force an IPv4 connection:
208.123.73.88 packages.pfsense.orgNow it works.

Adjusted my hosts file and success!
Thank you!
