Firewall Schedule Start Stop Times

Is a firewall schedule with start time of 13:00 and stop time of 13:59, active to 13:59 or through 13:59 (to 14:00)?  It's not clear to me from the description.

P.S. It would be nice to be able to apply a schedule to rules as a not (!).  So the rule would be active outside the schedule time.
